personally I would always go with 25mm stub axles..but we have not been involved with tkm for many years, although we did compete in tkm for about 2 years and thought it was a great class, my nephew was S1 champion in snr TKM.

Think you will find on otk chassis that the front end is so soft that they have to use the stronger / stiffer 25mm stub axles, and it obviously works for them
