I don't know what whilton Mill is like but there are circuits such as Dunkeswell that new tyres don't necessarily give you an advantage. In fact used ones can be better.
PFI isn't one of them though, especially in the summer. You can use one months race tyres for practice the next month and if it rains its even better!
