The theory is the wet rim doesn't dissapate heat from the tyre as well as the standard black rims.

Obviosuly this is soemthing good in the cold and wet. So I would guess they are using dry tyres on the wet rim but with but with very low pressures say 10-12 lbs.

This would help the tyre heat up more quickly over first 2 or 3 laps but then not over heat when its very hot.

Off course depending on who's doing it it could also just be a rouge to throw you off the scent of what they are really up to!!
