NJB is 100% right. the experienced drivers all slow it right down to cause the maximum amount of problems behind.
Win win as the starter loves it, and you cause crashes behind and get a nice lead.

it took years to get clubs to do 2 fast rolling up laps, so it will take years for someone to realise faster starts = less problems.
