That requires a bit of interpretation.

"16.8.2. The attachment of the wheels to the axles/hubs
must incorporate locking pins or self-locking nuts.
16.8.3. The requirement for wheel retaining locking
nuts or secondary locking devices is waived for CIK
homologated wheels and their associated fixings."

So one has to realise that barrel nuts are not usually self locking** and that the CIK approval does not include barrel nuts.

So I agree, absolutely accurate and I read it the first time and did not apply the logic, because I am sure that it once said "barrel nuts are not allowed" and that was what I was looking for.

**Barrel nuts can be self locking, but it isn't a cheap option. Besides, the average scrutineer probably thinks barrel nuts are forbidden and would need you to prove they weren't. Then he might just refuse to accept them anyway as an engineering danger, just like nylocs or K nuts used too often.
