Traxtar - you are only quoting the circuit regulations in section Q of the Blue Book (as referred to in section U 12.5.8).
The additional karting specific regulations include:-
12.5.3 - Any driver leaving the track more than twicew, for whatever the reason, may be excluded from the race.

12.5.4 - Where a driver consistently drives with a wheeloff the track or leaves the track, this may be deemed driving in a manner incompatible with general safety and the Driver may be excluded from the raceat the discretion of the Clerk of the Course.

As Mr van E's said - you have to read both sections of the Blue Book on this.
