In MSA karting, a nominated, signed on responsible adult has always been required to allow a minor to race. They have to countersign the entry form, the entrant signing on register and the scrutineering card. In any discussion between the young driver and MSA stewards, COC etc, that adult must be present.
The PG licence was not created to cover this requirement.
I understand it was to more directly bind the behaviour of the responsible adult and anyone they allow to be associated with their team at the track to the rules and codes of conduct in the various MSA publications.
I understand the MSA intent, and guess they were legally advised that unless someone has officially "joined up" that their in-house legislation (sanctions, justice, fees etc) meant nothing.
I think it is a shame that it could not have been done by clarifying what the responsible adult was actually signing for on race day. Also, I feel sure that with a bit more effort they could have implemented it better and received less negativity - lower cost, one copy of the paperwork if at same address, an adult racing licence covers the requirement of a responsible adult so a second licence is not required etc.
