The problem is that if you have a 40kg driver (who by the definition of the rules is allowed to race in the class), and your kart has to be under 108kg, you have no margin for error. You need to come in over 148kg but your kart needs to be less 108kg and your driver is only 40kg.

Really, if they are going to implement a rule such as this, they should have a minimum driver weight only. Nobody runs the kart significantly overweight on purpose so a minimum kart weight is implied, but if you add 1/4L of fuel too much, you won't get DSQ'd for exceeding the min kart weight by 0.1kg.
