The critical wording in the book is the Minimum of 148kgs, with a 'MAXIMUM KART WEIGHT of 108KGS AT ALL TIMES'.
At FKS Nutts Corner the clerks got all the competitors to weigh with and without karts for the first time. One of the karts was overweight and the driver excluded from the qualifying. (Not a surprise to everyone who was there)
The point the clerks/MSA need to push is the kart being overweight BEFORE it goes on track. The people who know they are overweight rely on the clerks being too busy or it being impractical to weigh before a race!!
