Bucky, I think this one is simple. Bottom line is that you can never forget the 'power to weight ratio' because that will always be a greater advantage than the skill of the kid. So the minimum weight limits can never be dropped.
However, I did leave Daniel in cadets right up to 13 years old as I knew he would have an advantage due to upper body weight in the wet, strength and mainly maturity. We never lost many to the younger kids and overall we had a comfortable run to take the Shenny title with a round to spare.
You are right and there are exceptions (Alfie Brown (9) in 2009) but in general the big kids come to the top in cadets.
Second reason for this was to help with the move to Mini's as for the younger kids, this is a sizeable step.
