Take the tyre off and heat the rim.

If the bearing outer race doesn't fall out, use a bit of ice on the bearing (dry ice if you can) while the rim is hot.

I've seen an engine builder pop the crankcase bearings out by putting the crankcase in front of a workshop propane heater.

You can extract the ring by using a split mandrel extractor, some garages have them, otherwise they are simple to make if you have access to a machine shop.
