The not so lamented ex-FIA president Max Mosely advocated 4/ some years ago at the recommendation of a former Ferrari techie.
He wanted something to use the world over (not a bad idea in itself), but we got world formula which was not the resounding success he hoped for.
There was also a concerted effort to go 4/ at international level and this resulted in significant push back from the Italian manufacturers. Consequently, it never happened.
If we do have to go down the route of 4/, let it be with proper race engines but with costs and development controlled significantly better that KF.
However, with the strength of Rotax and the new IAME cadet engine, I suspect this is a while off yet.
