Without looking up the exact paragraph, there's a section in the general circuit racing rules that describes leaving the track and how one can rejoin,
safely and without gaining an advantage are the main criteria.

While it doesn't mention 'time' specifically, obviously if you have increased your lead or decreased the lead of someone else, you have gained an advantage. Normally it is ignored providing you give back any position that you have gained.
