In terms of the equipment eg kart chassis I was thinking more along the lines of unexpected damage, say, in an accident which may be no fault of the driver. This could force them into a negative decision about racing depending on the circumstances. As you say it's a difficult balance. I actually think that cost is at the top of most people's list at present, and I mean at all levels, from club karting to the highest levels of car racing - one only has to look at how the entry demographics have changed recently.
So anything that appears to be more expensive, daft, commercial only, wasteful or all of these will have a greater effect on what people decide to do.
