How many dimensions are there in even the simplest engines? How many special measuring tools would be required to check engines once original surface finishes had been removed? How much time post race is this likely to take?

I don't know the answers, but while racing unsealed Honda in the UK, we twice missed the last race at meetings due to the time taken for engine controls. While sealed Comers were waved through.

The principle of sealing is sound, but only if the chosen engines start and remain equal and parts are matched to each engine. Parts selection and sealing agents willing to push the limits is the problem.
