If the sealing model works, why would the engine have to go back to the manufacturer to be checked and resealed (read expensive)?

We all know the sealing model doesn't work because we now have two major examples of cheating under the sealing model. What is it about the seal that people think stops cheating?

If you allow tuning to a fiche, the scrutineers can strip as many engines as they see fit during and after the meeting, take some simple measurements with some simple tools, and your engine either meets the fiche and is legal or falls outside the fiche and is illegal.
