I don't know GYG but frankly this is a no-brainer. Super 1 have operated this system for a number of years and it works well. 1st lap is fast/racing speed with no overtaking and woe betide any driver who doesn't slow down half way through the secong lap for the start formation.
There are several benefits which stem from getting everything warmed up:
Less 1st corner incidents. Less false starts. Faster starts are possible. Drivers have already 'settled in' at flag-up. No need for weaving etc. to warm tyres. Start formations are much better. Drivers have already seen what the track is like. + many more
This is fine for Nationals where a certain standard is expected. It may not suit all situations - eg where novices are present or perhaps local regulation prevents it.
However, there are time gains to be made which offset the extra time on track.
