You are correct about the washing up liquid. It contains ammonia salts and can turn the aluminium black if left in for too long.

The foil is used to map the intensity of the u/s frequency in the bath (usually for large baths where you hang several strip into the liquid). You get holes in the foil where the u/s intensity is at its highest - which is
where you want to place the component being cleaned. Holes in the foil is a good thing not a bad thing

You are also correct about neat water - it needs an agent in it to break down the surface tension .
