You need to work out how the bearing is retained in your lower joint.
Most have an internal circlip on the top side. Remove that and drive the whole column and bearing out of the mount.
If you hammer the column hard enough to break up the bearing, then you may also damage the circlip. I broke the end off one and it was a real problem to remove after that, with nothing to get hold of. so:
Try to remove the column from the bearing to strat with, using a gentle tap
if that doesn't work
Remove column and bearing, then remove the bearing from the column (use a gear or bearing puller)
Don't hammer the end of the column trying to unsieze it from the lower mount, even with a nut protecting the thread you can do a lot of damage, needing a new column and bearing.
