can a 15 year old last October race in this year 2012 starting as a Novice..

Trader has told him Snr Rotax "you can go straight into it in the year of your 16th birthday which is 2012, others have said it must be a jnr class first as he has NEVER raced before even in cadets.
His dad cannot get in touch with MSA licencing until Tues as the MSA officials are at Autosport !! and needs to get a kart sorted quick as. If he did 5 meetings as a Jnr Novice if he cannot go straight into Senior Max ,can he move up to a Snr class after upgrading to a full licence.
Any help appreciated as the first meeting is Feb and he has yet to get sorted with an ARKS test and the right kart class.
