A warmer track helps warm the tyres up so they become stickier.

But beyond a certain track temperature (or if the tyres are overworked on a warm track) the tyres overheat and become less grippy.

Colder air is more dense and thus contains more oxygen. This gives the engine slightly more power.

There is no single answer re the best temperatures as all engines and tyre compounds are different. A softer compound will warm up easier but will also be more prone to "going off". A harder tyre compound will not generate as much heat but will be more resilient to overheating.
