Yes.

The engine depends so much on what barrel is fitted rather than the 'series'. The later CCN barrels are generally better. There are a few old style barrels around that are good, but are few and far between. Some of the best 100cc BT82's where 1 'series'. The earlier motors came with motaplat ignitions, while OK no spares are available. The PVL can be fitted in place of the Motaplat but some are not a good fit without some filing.

There is no certainty if you bought a 6 'series' engine that it would have a CCN barrel. The only way is to lift the barrel. The CCN barrels have TKM lazered into the bottom skirt while the earlier barrels the TKM was caste. The difference is obvious.
Some people believe the newer engines are better. I bought a 4 and a 6 'series' engine with old style barrel for a song, fitted CCN barrels and both are S1 winners.
An early engine if it has not been kept up together is more likely to have badly worn crank journals. These can only really be checked with the engine apart as there is conciderable movement in the main bearings when new. If your b-in-law is new to karting it would not make that much difference to begin with what engine he has. If the bottom end is in good 'nick' simply upgrade to a new barrel on the old bottom end when appropriate.
