you use the best ratio that gives the quickest lap time

better to use a larger engine sprocket if you can as this reduces the friction caused by the higher turning angle of a smaller sprocket. however, you then end up with a bigger rear sprocket which could get damaged on the kerbs?

can be good to add a tooth or so to the rear when racing
