I tend to rest a straight-edge (a hacksaw blade or metal ruler for example) across the top of the trackrod bolts on the steering spade and then use the steering to get the top of the straight edge as horizontal as possible by eye, it'll get the steering straight enough for suitable adjustments.

You can then clamp the steering by attaching a set of mole-grips onto the rubber bit which supports the steering columm just below the wheel.
