The stub axle should turn on the bearing.

The bearings should have an internal support that spaces the inner races and allows the outer spacers to lock the whole structure (upper steering cassette, external spacers, inner race, inner spacer, other inner race,external spacers, lower cassete,) within the yoke solidly. The yoke arms need to flex a bit, say 0.01 (ten one thousandsth of an inch, quarter of a millimetre) at the most if you have the right spacers and shims.

And the torque on the bolt does not have to be much, merely enough to stop that structure from turning.
