Waved Yellkow is spot-on....

However, assuming we are talking about the nuts which hold the wheel to the stub. then you might find that the threaded stub-'bolt' is 'fidgeting' in the hub and THAT's what's loosening the nut.

To tighten a threaded sub into any housing:-

* Hold housing firmly
* fit two, identical nuts to the thread so the nuts are BOTH FULLY onto the thread but NOT touching the housing
* Tighten the nuts AGAINST each other (one, clockwise, the other anti-clock)
* Transfer spanner to the OUTERMOST nut
* Screw the (now locked) stub into the housing
* Undo the two nuts (now anti-clock and clock)
* Remove
* Job done!
