Honestly, Paul....

In that list, I'd place axle stiffness LAST in the choices ti change!

Why?

1) Don't beleive it makes a difference
2) Any difference (if there is any) that it does make is VERY small
3) any difference that it does make can be replicated by some other, cheaper change, e.g. moving the hubs by 10% of their 'free movement' will have a greater effect than changing the axle stiffness.
4) It's expansive and time consuming compared to the other changes

Star with cheap, simple solutions and, if tHEY fail, go for the more expensive stuff.

From what you say about his size.... I'll BET his seat is too far forward. That takes the weight off the rear wheels and that WILL cause severe oversteer. I do NOT know the 'correct' weight distribution on a Cadet but, in other karts, it's between 40% front and 60% rear to 45% front to 55% rear. I'll put a bet on with you that you are outside those ranges.... and too far forward!! If so, see if how far you can bring the pedals backward, drop and extend the steering column and thus enable him to sit further back.

The test of the effect of weight distribution is EASY. Drive a kart for a few laps.... then, into the NEXT corner (with plenty of run-off area), just lean forward in the seat and prepare for the spin that WILL occur on braking/turn-in.....

The first time you do it will be a revelation!
