Perhaps then, S1 should be moving towards a Euromax format: all-in price per round, test tyres restricted, as much practice as you need. Did they ask everyone what they thought about Thursday practice?
You could not stop any team testing in advance - they would just use alternative drivers not competing in S1, as they have done in the past.

As Mike says the Euro format would in theory make the series better value for money overall. The way to stop ridiculous spending is to make it pointless.
The price of fuel would now probably make you think twice about testing at the other end of the country.
