The camera will usually have it's own webserver built in that can email or ftp recordings to an address/server of your choice. Many retail products will also come with their own software for recording/viewing from a PC. SOmething like this would be suitable:

Otherwise, you can go for a cheap commercial solution using basic IP cameras and the excellent Zoneminder software (Linux only).
