so you have the bumper off and its just the bolts in the rubber inserts that are left in?

give a good spray of wd40 between the rubbers and chasis tube.

its prob a case of the rubbers splitting and the bolt head has pulled thro a bit making the rubbers pinch up inside the tube.

fatboynobbys mould grips technique combined with a bit of jiggling and wiggling should work

if it is really gummed up you could always drill the rubbers out as you wont be able to reuse them anyway
