in that case they will probably be bolts, in backwards.hense the bolt head then the rubber inside your frame tube.
put the nut back on the thread and do it up till it is flush with the end of the thread.now tap the nut with a hammer to help in loosening it all in side the frame tube. you may now be realy lucky and it can be pulled out, but more than likely you will have to put a set of molegrips on the end of the nut at a 90* angle and tap on the mole grips to pull the whole lot out of the tube.
