I'd just abandon the heat/final if, after one restart, more than, say, 20% of the field don't complete the first lap. It's the only way driving standards will improve.

I'd also allow the lead driver to accelerate from the final corner so the starts are more spread out, rather than the ridiculously bunched up starts we have now.
