John, you've clearly gone to a fair bit of trouble to compile the thoughts you've outlined here. Your points are well made and I actually agree with many of them.
Sadly though, the MSA don't seem to care about what we think or what we say. The last time we were polled for our opinions I wrote a detailed paper, that among other things, contained ideas similar to yours. On sending it to the MSA I didn't even receive an acknowledgement that they'd gotten it, let alone any feedback on its contents. And from what I can see, none of what I had suggested was even silently put in place. In fact when it comes to new class introductions [c.f. KGP] quite the contrary has actually happened. It would appear that despite what they had said, they really weren't interested in our opinions.
So it brings us to this green paper. I'm really not sure what its purpose is. Is it really a green paper ? Have the MSA changed their way of introducing changes ? Or is it really a white paper coloured green just to placate the noisier among us. Time will tell I guess.
