Are you hand painting?

Hand brushing enamel would probably work but do a tube at a time and finish on welds so that you minimize dry edges. you can always touch in on the welds without it noticing.

Hand spraying a frame is hard because there's always a dry edge somewhere and it's difficult to get the whole lot 'wet' and no induce runs.

Powder coating is cheap if you accept the colour they have in the gun at the time and if you srip and clean the chassis yourself first.
