You seem fixated with the idea that these engines vary so much that only the `rich kids' get the good ones.
Part of the justification for the Tryton carb was that the Tillotsons were selling for up to Ł1k for the `special' ones.
Why not ban all items that claim to improve performance - Iztech seats? carbon floor trays? these all cost extra money over the basic `off the shelf' kart.
Then ensure that no advantage can be gained from time in the seat by limiting all drivers to just one race weekend per month and ban all other practice sessions.Ban all driver coaches etc etc.
Given two kids with similar basic talent/ability then a difference in spending power will show in results by providing more practice time, access to the best coaches, fitness advisors and so on.
