Chassis split - Sleeve & weld - Allowed?

Does anyone know if it is allowed (by scruts/MSA)to sleeve and weld a chassis.

Our cadet chassis has split through a tube (100%). My son is already using a new chassis for the last couple of meetings this year. However, he is not completely happy. He prefers his old one. It's 7 years old and he likes the flex (Not the amount a split chassis gives of course)

Thanks for any help on this.
