12psi sounds quite high for vegas to me,im not overly familiar with them but when i raced in rotax it was perfectly normal to be at 9psi.have you at least tried to go lower?

this would explain why you are quick at the start and struggle later on...i also assume you are as wide as you can legally be on the rear?
