Judicious use of junior hacksaw and small cold chisel should remove the countersunk washers. This, in turn, should release the bolts from being metal bound. If carrier and bolt threads are Ok you may be able to remove with something like a pair of Gordon grips. If bolts still too tight, either; Use aforementioned cold chisel (with hammer) on edge of countersunk head and tap round (Note, try clockwise first to break any 'corrosion'), or; grind opposing flats on the head and use the mole grip technique. If you can get a drill into the exposed shaft end of the bolt, through the carrier, centre punch then drilling with a 6mm will tend to rotate the bolt clockwise from the drilling side but..yep, anti clockwise from the head end :)

Have fun and ponder this while you're at it:
If you're an analogue clock, which way is clockwise? and what about digital? or an egg timer?
