We had problems on our Cadet AX9 with brakes over a period of several weeks.
Eventually, I traced it down to sticking piston in the master cylinder.
The protective "boot" on the end holds water and the like, causing the piston to either stick completely or be slow to return.
Take off the boot and operating lever, push the piston down its bore using something like a screwdriver and then release it. If it doesn't return quickly and fully to the retaining circlip, you will need to strip the master cylinder to free the piston.
As for air in the system, you can tell if the brakes work after repeated pumping on the brake lever, you have air trappped somewhere.
