Yes, that is correct. I believe that most pieces of manufactored karting equipment are allowed to pass through 3 x 3 year holomogation periods ie chassis and engine before they are not allowed to race MSA rules. You could still race non MSA and also practice with 10 year old equipment. Bear in mind the MSA have put a life span on the equipment for a reason.
