It's not that simple really; it's the same as front ride height. It's to do with weight distributition so therefore affects the kart in a different way to, say, moving the hubs in and out.

Put the axle down and the kart up then weight will be distributed more at the front.

Put the axle up and the kart down then weight will be more over the rear.

Test it and see what effect it has for you.
