If you have disconnected the stub axles from the track rods then it is unlikely to be a track rod end (unless rod is snagging on something). As said above the most likely cause is the steering column guide bush at the top of the column. Try a bit of WD or grease.

Or it could be that the column or its bottom support are out of line.
