Also....

Make sure the bolt through the plastic column support is not too tight and pinching.

Check the safety collars on the column aren't hard up against the plastic column support.

Like raceinstructor says you should be able to twist the track rods forward and backwards whilst still attached to the stubs (but seeing as you've disconnected the stubs that wouldnt be the problem).
