The steering column is hollow and the bolt head wants to squash the tube.
The tube gives a little and the wheel becomes loose.
You overtighten the bolt to try and stop the wheel coming loose again and put more strain on the bolt.
By inserting a solid core in the tube you prevent the tube being collapsed by the bolt and it doesn't have to be done up so tight to stop the wheel moving.
It's only a 6mm bolt and everyone over torques it past its limits.
In addition the shear area of the tube wall is reduced.
The bolt invariably breaks on the threads not the head.
Also, DON'T sit in the seat whilst stationary and turn the whell from lock to lock.
It puts a terrible strain on the bolt and banjo joints.
Also if you have a shunt on the front end, relace the bolt as a matter of course.
