Essentially the carb is controlling the amount of fuel and air going into the engine. So higher air pressure means the air is more dense (thicker) so to balance this you have to richen the jets to let more fuel in.

Conversely when there is lower pressure the jets can be screwed in so as not to let excess fuel in relative to the less dense air.

Colder air and rain also affects air density so this will influence the jetting aswell as the actual air pressure.
