There could be many reasons:

1) Your carb is dumping fuel/not holding pressure. Clean carb and rekit with new gaskets and check it's holding correct pressure.

2) If engine has done more than 15 hours then get a rebuild

3) Crankshaft is out of line. Get it rebuilt

As a rule with the WTP you shouldn't just chase revs. They are not a very good quality engine and speaking from experience of the three we had the power band can vary alot between engine. So one engine might give 500rpm less but still be faster.
