The inner piece of the exhaust you refer to is the baffle.
The fibreglass padding you are replacing is the wadding.
No - you just wrap it round the baffle tightly and feed it into the exhaust tube. Use loctite on the small set screws & bolts if you are not re-rivetting the baffle.
Scruts sometimes get you to remove the wadding for inspection (esp if the wadding is worn and the engine sounds a bit more open) so don't be tempted to tie it up with wire or anything as that is not allowed.
