I think it is also possible to haver the MSA meeting licence on an `open to foreign drivers' basis which would allow him to race on his USA licence. I believe that is how it has worked in the past when USA drivers have competed in the final round of SoT (FKS). Any penalties then get dealt with by the USA governing body?
Was the Florida event run under the main licencing body? Surely in the UK it is only once you race as a junior in a MSA event that you can not go back to cadets. Could you race in the cadet championship but race junirs at non-MSA meetings?
