Trouble with bead retaining screws

I've managed to get my slicks onto new front wheels but I'm having trouble with one particular tyre getting it over the rim and seated properly. It just wont go over no matter how much I inflate it!

Keep getting air escaping via the screws, but I'm worried that if I tighten them too much they form a ridge over which the tyre cant move.

Is there a special trick to use with rims that have bead retaining screws on them? The other bog standard rims worked a treat - just blew them up until they popped over rim and now they're fine!
