Rules of 2010!?

I went to watch the first round of whilton where i saw karts not in tkm racing still with Unico 08 pod which were made illegal as of 1/1/10 aswell as chassis protectors being used and also even a junior tkm driver with a tonykart evr with the adjustable front bar in which was not welded as it was differnt angles throughout the day!? yet today at clay pigeon chassis protectors were made to be removed though people raced in max with unico 08 pods?! is it kind of get to scrutineering with what u got and only do somthing about it if they ask or some 1 else mentions it???
